Kyogia is an Ice type Legendary Pokemon, a combination of Kyogre and Lugia. Her special attack is Shining Ice. It's rumored Joey caught Kyogia, but that doesn't mean there's not another one still roaming around somewhere in Denkiteki Genkyo.
